Abstract:

The article is dedicated to the memory of Irina Alekseevna Levinskaya. The main purpose of
the essay is to show the uniqueness of Levinskaya as a researcher who combined in her scientific work such seemingly incompatible topics as the study of ancient lapidary epigraphy of the Bosporus and biblical studies. Levinskaya’s works have significantly changed our understanding of the ethnic, political, religious and cultural life of the early Roman Bosporus, showing traces of the presence of Jews since the 1st century AD.

PHJ № 3 (47) 2025 — A. Yu. Fomin. WAR AND THE “SMUTA”: THE MILITARY DEPARTMENT’S STRUGGLE TO PRESERVE THE ARMY’S LOYALTY IN 1905–1907

The unsuccessful war with Japan and the onset of revolution placed the Russian military authorities and officer corps in a challenging position. The challenge of the era was to combat the spread of revolutionary propaganda among the troops. For the government, the army was its last bulwark in the fight against the revolution after its humiliation in Manchuria, but there was a real threat of revolutionary unrest spreading to the army itself. These circumstances led the military authorities to realise the necessity of fighting the revolutionaries using their own methods — namely, printed counter-propaganda and oral patriotic agitation. Since 1906, a special subdivision of the military department — the Committee for the Education of Troops under the Military Council — had been examining printed matter intended for the troops and selecting publications that were useful from the authorities’ point of view. Dozens of books and brochures, as well as military newspapers and magazines with a patriotic slant, were approved by the Committee for the Education of Troops. The committee believed that official government publications would not be able to compete with the revolutionary and opposition press and therefore relied on private publications for support. Enterprising publishers were eager to offer the government their help in combating revolutionary propaganda in the hope of making a profit. However, the Ministry of War ultimately recognised the ineffectiveness of this approach. Soldiers were far more interested in anti-government propaganda that largely reflected their own sentiments than in conservative publications.

PHJ № 2 (46) 2025 — A. K. Kirillov. TAX PETITIONER AS PART OF THE TAX OPTIMIZATION CULTURE IN THE LATE IMPERIAL RUSSIA

The article under consideration pertains to the study of a relatively obscure phenomenon in the annals of Russian history — namely, tax offices. By the onset of the 20th century, these institutions had evolved into a pivotal component of the tax calculation technology within the advanced segment of the Russian tax system. A significant aspect of their function pertained to the consideration of objections raised by entrepreneurs with regard to the amount of additional business tax levied upon them. The study draws upon a collection of objections lodged by taxpayers of the 2nd Tomsk office in 1907. The research methods employed encompass graphology, textology and hermeneutics. By comparing the design of the objections, typical expressions and the logic of substantiating taxpayers’ demands, identifying differences between similar documents and analysing corrections in the texts, the author discovers three series of objections, in each of which all documents (from two to eight in number) were undoubtedly composed by the same person. The author’s analysis is further enriched by a comparison of the handwritings in which the objections themselves, the signatures under them and the notes to them were written. This analysis demonstrates two key findings. Firstly, the objections were not composed by the taxpayers themselves, but by professional consultants. Secondly, at least two consultants had assistants who were directly involved in the preparation of the documents. In one particular instance, the name of the consultant was also identified. This finding suggests a discernible tendency among provincial entrepreneurs in late imperial Russia to entrust the reduction of their tax payments to professionals engaged in legal services.

PHJ №1 (45) 2025 — O. Yu. Malinova-Tziafeta. THE СATASTROPHIC FLOOD 1924 AND THE URBAN ECONOMY OF LENINGRAD — WAS THERE A CATASTROPHE?

The article examines the use of the word “catastrophe” in relation to the floods and epidemics in St. Petersburg/Leningrad, and analyses the transformation of its meaning in relation to the catastrophic flood of 1924. The study shows that prior to the revolution, both floods and epidemics were perceived rather as routine and part of state and urban order that was in no hurry to change. However, the flood of 1924 served as a catalyst for change, prompting the Soviet government to take decisive action. The flood presented a challenge to the Kremlin, the Leningrad city authorities, the Leningrad police and the Department of Public Utilities of Leningrad, and led to the implementation of new strategies for combating disasters. The flood also presented a significant opportunity to undertake comprehensive repairs and modernisation of urban infrastructure, particularly water supply, sewerage, and road surfaces. Prior to the revolution, these networks, particularly those located beyond the city centre, should have been subject to repairs; however, financial resources for these endeavours were only made available through the all-Soviet-Union assistance to Leningrad, which itself was grappling with the aftermath of a natural disaster.

PHJ № 3 (47) 2025 — A. N. Chistikov. ORDERS OF THE FILM REPERTOIRE CONTROL DEPARTMENT AS A HISTORICAL SOURCE

The article is devoted to the analysis of the orders of the Department for the Control of film Repertoire of the Main Directorate of Cinematography and Film Distribution as a historical source. These materials have not yet been subjected to a source assessment. The orders for 1954–1955 are used for the study. In the history of the country, these were the first years of the activity of the new political leadership, which led to noticeable changes in the domestic and foreign policy of the state. In the history of cinema, the period of low-quality has come to an end. The orders included an assessment of the movies’ readiness for rental or for continued display. According to the results of such an examination, they were divided into four groups: 1) allow, 2) extend, 3) remove, and 4) make corrections. The analysis of the orders leads the author to the conclusion that their use by historians will contribute to a more in-depth study of the history of Soviet cinema and film distribution, as well as state policy in the field of leisure. In some cases, orders can be considered as one of the tools for recording changes in the domestic and foreign policy of the Soviet country in the mid‑1950s and forming a new public opinion of Soviet viewers.

PHJ № 2 (46) 2025 — R. S. Astashkin. ORGANIZATION OF THE TRANSIT TRADE OF THE ARMENIAN COMPANY IN THE RUSSIAN EMPIRE IN THE SECOND HALF OF THE 17TH CENTURY (ON THE QUESTION OF PERSIA’S POSITION)

In 1667, the Armenian family firms based in New Julfa (Persia) were granted trade privileges in Moscow, which included the right to export oriental goods to Europe via the Russian Empire. The subject of this study is the question of the participation of the Persian Safavid state in this trade project. This inquiry is situated within the broader context of the “Russian transit” phenomenon, which is associated with the Russian Empire’s role in the European expansion towards the East. The factual material on the subject of publication was analysed by using the problem-chronological and comparative methods. The trade agreements that regulated the status of the Armenian Company were also studied. In preparing the article, the scientific works of historians, both domestic and foreign, including those with a specialism in the field of historical Iranian studies, were used. The analysis culminated in the formulation of a conclusion regarding the distinctive hybrid character of the accords established between the Russian authorities and the Persian Armenians. The study established that official Persia was not a full participant in these relationships and did not have a significant impact on their development. The hypothesis that the Safavids were uninterested in transferring the export of Persian raw silk to the northern (Russian) direction during the period under review is also put forward. The scientific results obtained can be used to further study the specifics of the Russian-Persian relations in the early modern history and the position of Russia at that time in the international trade system.
