Abstract:
Lev Viktorovich von Goyer (or von Hoyer, 1875–1939) was one of the prominent agents of the Russian Ministry of Finance in the Far East in the early 20th century. This study is investigated to his activities on the so-called “Shanghai agency”, an intelligence service established in April 1904 and operating in close contact with the Russo-Chinese bank. His covert work characterized during and after the Russo-Japanese War: the collection and analytical processing of intelligence materials, the organization of intelligence activities and anti-Japanese propaganda through the press published in China, and the setting of communications with the besieged Port Arthur, participation in secret purchases for the garrison of Port Arthur from foreign firms and in the smuggling of weapons, medicines and food. His experience during the Russo-Japanese war had become the cornerstone to realize “Project for the organization of intelligence agency in the Far East” at the turn of 1905 and 1906. Goyer, as an agent of the Ministry of Finance in China (1906–1910), was deeply involved in the operation of intelligence organizations as well as in Russia’s financing affairs. Particular attention was paid by the authors to the poorly covered theme on the Korean independent movements, on which L. V. von Goyer had a general negative view of the prospects for Russo-Japanese relations in the post-war period. When he became an agent of the Russo-Asian Bank in 1911, he withdrew from the intelligence mission and closed the account of Russo-Chinese Bank for the agency.
