Abstract:

The subject of study in the article is scientific trips, during which young historians from Moscow
University underwent additional training and engaged in their own research at European scientific centres, primarily at universities. The article addresses the organisation of such trips during the 1830–1890s, the selection of routes, the preferred destinations for Moscow historians, and the nature of their activities there. The article goes on to discuss the role of university authorities (curators) and history professors, such as V. I. Guerrier, in the initiation and organisation of these trips. Drawing upon a comprehensive array of sources, including reports sent back to Russia and personal correspondence, it is concluded that Moscow historians
embraced the concepts of world science, and that they, to a certain extent, were themselves integrated into the European university environment.

PHJ № 3 (47) 2025 — V. V. Lapin. THE ALEXANDROPOLIS FORTRESS IS A EXPANSE OF IMPERIAL INTEGRATION. THE SYMBOLIC ASPECT

The military and political situation in the border regions of the Russian Empire required the construction of fortresses in strategically important points. These fortifications, together with a complex of buildings necessary for the life of the garrison, played a role not only in the defense system against external threats, but also in maintaining the “peace” of the local population. At the same time, the organization of the space of the fortress complexes, their architecture and even the names of the strongholds and their parts (bastions, fronts, gates, etc.) represented imperial messages and carried a significant symbolic load. Near them, suburbs and even cities of various sizes arose, populated mainly by indigenous residents of the national outskirts. The latter, being involuntary witnesses to the manifestations of army routine (housekeeping, military ceremonies, etc.), found themselves in a special cultural space. The significance of the latter was enhanced by the fact that Russian military personnel in peacetime constituted about a third of the population of the city and district, and during the war, the Armenians who settled there found themselves in the minority. The focus is on Alexandropol, which was the only fortress in Transcaucasia, built in the 1830–1850s in the border region of the Armenian region on the site of the Gumry fortification, founded in 1807. Various symbolic messages were addressed primarily “inward” to maintain imperial identity in a foreign cultural environment, but it is impossible to deny that they also influenced the local population and created conditions for imperial integration.

PHJ № 2 (46) 2025 — A. K. Kirillov. TAX PETITIONER AS PART OF THE TAX OPTIMIZATION CULTURE IN THE LATE IMPERIAL RUSSIA

The article under consideration pertains to the study of a relatively obscure phenomenon in the annals of Russian history — namely, tax offices. By the onset of the 20th century, these institutions had evolved into a pivotal component of the tax calculation technology within the advanced segment of the Russian tax system. A significant aspect of their function pertained to the consideration of objections raised by entrepreneurs with regard to the amount of additional business tax levied upon them. The study draws upon a collection of objections lodged by taxpayers of the 2nd Tomsk office in 1907. The research methods employed encompass graphology, textology and hermeneutics. By comparing the design of the objections, typical expressions and the logic of substantiating taxpayers’ demands, identifying differences between similar documents and analysing corrections in the texts, the author discovers three series of objections, in each of which all documents (from two to eight in number) were undoubtedly composed by the same person. The author’s analysis is further enriched by a comparison of the handwritings in which the objections themselves, the signatures under them and the notes to them were written. This analysis demonstrates two key findings. Firstly, the objections were not composed by the taxpayers themselves, but by professional consultants. Secondly, at least two consultants had assistants who were directly involved in the preparation of the documents. In one particular instance, the name of the consultant was also identified. This finding suggests a discernible tendency among provincial entrepreneurs in late imperial Russia to entrust the reduction of their tax payments to professionals engaged in legal services.

PHJ №1 (45) 2025 — D. A. Barinov, E. A. Rostovtsev. GRADUATES OF THE FACULTY OF HISTORY AND PHILOLOGY OF ST. PETERSBURG UNIVERSITY AT THE TURN OF THE 19TH–20TH CENTURIES: COLLECTIVE PORTRAIT AND CAREER PROSPECTS

Throughout the imperial period, St. Petersburg University functioned not only as the largest scientific and educational center in the country, but also as a training ground for the political and cultural elite, thus serving as the most significant source for the formation of the domestic intelligentsia. This study examines the role of the historical and philological faculty of the capital’s university in the formation of the national elite. The primary research method employed by the authors involved the compilation of a collective biography of бfaculty graduates, encompassing an analysis of their career trajectories, social compositions, and other relevant factors. A sample of issues from the turn of the 19th–20th centuries (1895–1904) was taken for analysis. The analysis revealed that the further professional paths of graduates developed in three main ways: a bureaucratic career, a career as a teacher in gymnasiums and colleges, and a scientific career, usually associated with work in higher education or the Academy of Sciences. Concurrently, the proportion of teachers and scientists among the graduate population increased, while the proportion of bureaucrats decreased. However, many individuals who opted for careers in the government apparatus did not forsake scientific studies, continuing to publish works, compilations, or organise expeditions. The article also provides comparisons with analogous indicators for other faculties, including law, physics, mathematics, and oriental languages. One of the objectives assigned to the article was to identify the connections that students established during their studies and that influenced the trajectory of their future careers. A thorough analysis of biographies revealed that these connections played a pivotal role in the development of academic and political careers, where the ties of student friendship could prove to be a significant asset.

The waters of the Neva and the Gulf of Finland were a source of danger for the inhabitants of Petersburg. In the city, an alarm was organized for the time of the opening and freezing of the Neva, as well as for the beginning of the flooding. The article analyses the decrees of Peter I and the orders of the local administration, which were designed to minimize the damage, and established standards for the construction of new buildings and piers. The article is accompanied by a letter of the Kotlin commander Vasily Poroshin on the consequences of the flood of 5 November 1721.

PHJ №1 (45) 2025 — A. V. Ashikhmin, D. N. Shilov. “WELL, BUT NOT THE TIME”. THE LAST REPORTS OF M. M. SPERANSKY TO EMPEROR ALEXANDER I ON THE REFORM OF THE SENATE IN 1811

This research is dedicated to the unfinished reform of the Senate carried out by Speransky in 1811. The authors analyzed a set of documents deposited in the Russian State Historical Archive in the fund of the Special Committee of Chairmen of Departments of the State Council (F. 1164), consisting of 32 parts. These documents were interpreted by researchers since the beginning of the 20th century, and their archival systematization was carried out during that period by A. R. Dobrokhotov, clerk of the State Chancery. Despite the obvious relevance of these sources for the history of such large-scale state transformations, most of them have not yet been published. Based on the research of predecessors, source studies, and archaeological research, the history of this collection is reconstructed. This archival complex fits into the history of the Senate reform in 1911, and the role of Speransky and other members of the State Сouncil in its development is revealed. The authors describe and analyze the contents of reform documents, including preparatory projects dating back to Catherine’s reign. This collection provides a comprehensive source on senatorial reform developed by Speransky. Access to these documents and their analysis helps us better understand the ideas of the reformer and his methods of working with historical and contemporary materials, as well as methods of communicating and defending his opinions during discussions. It also reveals additional aspects Speransky’s “technical bureau” work during its early period. For the first time in more than a century of research, the most important documents of the reform authored by Speransky were published — the note “On the formation of the Senate”, with attached drafts of manifesto and decrees, and the note “On the timeliness of establishing the Senate”, comprising parts 17 and 18 of the archival collection under consideration.

PHJ № 2 (46) 2025 — I. V. Zykin. THE CONSEQUENCES OF THE WINTER WAR OF 1939–1940 FOR THE DEVELOPMENT OF THE SOVIET PULP AND PAPER INDUSTRY

One of the tasks of industrialisation in the Soviet Union in the late 1920s and early 1940s was the development of the pulp and paper industry due to low production volumes and dependence on imported equipment and technologies. Despite the establishment of joint ventures, research institutes, and machine-building enterprises, it was not possible to overcome the quantitative and technological lag behind the countries of Europe and North America — the leaders of the pulp and paper industry. The article analyses the potential of pulp and paper enterprises on the Karelian isthmus at the turn of the 1930s and 1940s and the consequences of the Soviet-Finnish War for the pulp and paper industry of the USSR. At the end of the 19 th century — in the 1930s, a large complex for the deep processing of wood was built on the Karelian isthmus. Advanced technologies were used in the production of pulp and cardboard, which were not available in the Soviet Union. However, Soviet specialists paid little attention to Finland’s experience, preferring Germany, Sweden and the USA, where, in addition to technology, mechanical engineering was being developed. The accession of the Karelian isthmus to the Soviet Union after the Winter War of 1939–1940 became an important factor in the development of the pulp and paper industry. The work carried out between April 1940 and May 1941 showed the importance of coordinating the efforts of party-state, planning and economic bodies, concentrating human and technological potential in the restoration of enterprises and the development of their capacities, maintaining dependence on energy imports, control and measuring equipment for pulp cooking and the return of evacuated equipment. An advanced complex for deep processing of wood appeared in the Soviet Union, which significantly changed the spatial and technological development of the pulp and paper industry. The beginning of the Great Patriotic War, Finland’s attack on the side of Germany led to the evacuation of enterprises and the temporary loss of territories.
