B. P. Milovidov. M. M. Speransky’s note “On monetery circulation”: to the history of the text // Petersburg historical journal, no. 3, 2022, pp. 239–252
The report at the international scientific conference “The Great Reformer of Russia: to the 250th anniversary of the birth of Mikhail Mikhailovich Speransky (1772-1839)”. St. Petersburg, September 22-23, 2022
Abstract:
The article is devoted to the last work of a major Russian Reformer M. M. Speransky — the report “On the money in circulation”. This document played an important role in the preparation of the monetary reform of 1839–1843. In the 1830s, during the discussion of measures to stabilize the financial situation, Speransky compiled several reports on these issues, which have come down to us in draft and white versions. These documents reflected both Speransky’s participation in the adoption of certain decisions and the discussions that were held in government circles. As a rule, these reports were a reaction to the proposals of the Minister of Finance E. F. Kankrin or were sent to him for review. The 1839 report was the result of the reformer’s reflections on the problems of the money in circulation. The article examines the history of its creation, establishes the presence of two editions of the report, written with a difference of several days; shows the influence of E. F. Kankrin’s critical remarks on the second edition.
