Abstract:

The researchers discussed in the report evaluate the results of the war and the reasons for its defeat, contrary to the tradition that has developed in Russian historiography over a century and a half. They believe that the degree of Russia’s military backwardness from England and France in the field of weapons is greatly exaggerated, and its readiness to repel a military threat is understated. Some of these historians believe that Russia’s loss in the war was due to the initial hopelessness of its strategic position, and was not a consequence of military defeat. The technical backwardness and weakness of the military administration, in their opinion, had no fundamental significance against this background: the outcome of the struggle was predetermined by the strong political isolation of Russia and the geographical dispersion of potential theaters of military operations.

    PHJ № 4 (48) 2025 — A. V. Rozhina. INSURANCE OF CHURCH REAL ESTATE IN RUSSIA 1860–1870: THE FIRST EXPERIENCE OF ALEXANDER NEVSKY LAVRA

    The study of insurance of church real estate commenced in the late 19th century, yet this subject remains under-researched. The church was a prominent socio-cultural institution within the Russian Empire during the 19th century. The article presents the findings of a study conducted on the insurance of buildings at Alexander Nevsky Lavra, which was undertaken in conjunction with an initiative to establish economic provisions for the compensation of expenses incurred in the event of a fire. In the 1860s and 1870s, the following structures were insured: the buildings of Lavra in Saint Petersburg, located on Nevsky Prospekt, Shlisselburg Prospekt, the embankment of the Black River, the embankment of the Great Neva, the music hall, the stable yard on Blackcrake Street and the brick factory. A thorough analysis of archival materials and published legislative acts has been conducted, revealing the features of insurance of church real estate in commercial societies on a voluntary basis. The acceptance of ‘on a risk’ of church property proved to be a lucrative undertaking for insurance companies. Initially, two companies claimed to insure the Lavra property: the Russian Insurance Company and the Saint Petersburg Insurance Company. This occurred during the 1970s. In the 19th century, the insurance of real estate was conducted by the Commercial Insurance Society. Insurance played a pivotal role in the preservation of the Alexander Nevsky Lavra property, as evidenced by the compensation paid in the event of fires, thereby enabling the restoration of damaged structures. The practice of insuring church buildings on a voluntary basis in the late 19th century was highly relevant, as it facilitated the effective organisation of the process of mutual insurance of church real estate on a mandatory basis at the beginning of the 20th century. An examination of the insurance business and acceptance ‘on fear’. The buildings belonging to the Russian Orthodox Church contribute to our understanding of the specifics of economic development in Russia during the years of the Great Reforms. They also demonstrate the search for solutions to economic mechanisms that protect property from fire.

    PHJ № 4 (48) 2025 — V. S. Parsamov. REPUBLICAN PROJECTS IN THE DECEMBRIST MOVEMENT

    The political projects of the Decembrists concerning the future structure of Russia were diverse, yet all were predicated on the establishment of a republican system in Russia. The tradition of contrasting the constitutional projects of P. Pestel and N. Muravyev as republican and constitutional-monarchical is the result of the transfer of later ideas to the Decembrists’ era. Within the political thought of the early 19th century, both projects were regarded as republican, with the primary distinction lying in the nature of the republican system itself. The two systems under discussion are Pestel’s parliamentary republic and Muravyev’s presidential one. In addition to the two projects previously described in detail in the works of their respective authors, there were at least two other projects that were not described in detail, but can be reconstructed from indirect evidence. The concept of a presidential republic, as outlined by N. Turgenev, deviates from Muravyov’s proposal by virtue of the heightened authority bestowed upon the president, in contrast to the imperial republic of the Order of Russian Knights, a concept elaborated upon within the milieu of M. A. Dmitriev-Mamonov and M. F. Orlov.

    PHJ № 3 (47) 2025 — S. V. Bondarev. THE ACTIVITIES OF THE GATCHINA AND PETERHOF PALACE ADMINISTRATIONS AT THE BEGINNING OF THE 20TH CENTURY

    The famous suburbs of St. Petersburg — Peterhof and Gatchina — had the status of palace towns at the beginning of the 20th century and were under the jurisdiction of the Ministry of the Imperial Court. The purpose of this article is to study the management system and organization of the economy of two settlements in the 1900s as a separate type of urban settlements. The study is devoted to a little-known side of the activities of suburban Palace Administrations, which, along with servicing the royal palace complexes, were engaged in the development of urban infrastructure and were responsible for all aspects of the life of settlements that were part of the suburban imperial residences. An appeal to the history of the development of two cities of the Court Department provides for consideration of the features of construction development, communal and gardening, public safety and other aspects. The analysis of interaction of senior officials of various departments with ordinary employees, the mode of work of services in directions, the specifics of work of architects, police chiefs, custodians, fire chiefs, fountain attendants and representatives of other professions allows to present a picture of everyday life in suburbs with a special status. As a result of the work, the features of economic activity of Peterhof and Gatchina palace administrations as bodies engaged in provision of royal residences and towns near them are revealed. Scientific novelty lies in a comprehensive consideration of organizational and administrative work on management of economy of two palace towns and issues of organization of economy and urban economy of Peterhof and Gatchina at the beginning of the 20th century. The study will allow to supplement the picture of the national system of organization and management in the Russian Empire, to make a contribution to the study of history of cities of the Russian Empire. Also, the article contains new information for studying the history of palace and park ensembles in Peterhof and Gatchina.

    PHJ № 4 (48) 2025 — M. A. Kozlova. CASES OF “INSULTING HIS MAJESTY”: DETECTION MECHANISMS, MOTIVES OF PARTICIPANTS AND THE REACTION OF THE AUTHORITIES IN THE RUSSIAN EMPIRE IN THE FIRST QUARTER OF THE 19TH CENTURY

    The present study is devoted to an examination of criminal offences committed against the Majesty in the first quarter of the 19th century. The article under scrutiny here elucidates the intricacies of recordkeeping, the processes involved in investigating cases, and the procedures for court decisions. The materials of the archives of the Senate and the State Council, which contain information on the procedure for filing charges, forms of denunciation and procedures of proceedings, are analysed. The difference between the approach to this type of crime at the local and central levels is demonstrated. It is imperative to undertake a thorough examination of the sources of information and to meticulously record any conversations that had a detrimental effect on the image of the monarch. The objective of the present study is to achieve an in-depth understanding of the historical process of the formation of the punitive policy of the Russian Empire regarding state crimes.
